Participants of the meeting discussed the judicial reform in Ukraine. S.Kivalov informed that the Committee was closely cooperating with the Parliamentary Assembly of the Council of Europe and the specialized PACE Committee on Legal Affairs and Human Rights. "One of the primary subject matters of our cooperation with PACE is implementation of the final resolutions of the European Court of Human Rights by Ukraine," he stressed.
The Parties also debated execution of judgments in Ukraine in light of the resolution of the European Court of Human Rights in the case of Ivanov of October 15, 2009.
According to S.Kivalov, Ukrainian legislation and administrative practice should be changed, which requires support of the Council of Europe Parliamentary Assembly. He informed that the Committee was using available opportunities to control implementation of the resolutions of the European Court of Human Rights. In 2010-2011, the Committee on Justice held four plenary meetings to discuss implementation of the final judgments of the Strasbourg Court.
S.Kivalov informed that the Committee was having affiliations with the Ministry of Justice, and the Governmental Agent for the European Court of Human Rights.
PACE President Mevlüt Çavusoglu thanked S.Kivalov for his report. He appreciates the data collected by the Ukrainian parliamentary committee in the context of implementation of the bilateral memorandum between the Committee on Justice and the PACE Committee on Legal Affairs and Human Rights. "We support the principle of the parliamentary control over the execution of judgments of the European Court of Human Rights," he stated.
PACE President declared that importance of the parliamentary control over the execution of judgments of the European Court of Human Rights can not be overestimated.
